Overall, Indonesian households assessed service delivery (health, education, administrative services) trends positively in mid-2004, but the unfavorable satisfaction assessments for police and high levels of corruption remain areas of concern. However, public services are characterized by poor governance, as manifested by corruption and the high use of intermediaries in getting access to services.
